{"id":144,"date":"2017-02-09T23:29:35","date_gmt":"2017-02-10T04:29:35","guid":{"rendered":"http:\/\/kawsaxkuna.las.utoronto.ca\/?p=144"},"modified":"2017-09-12T14:34:03","modified_gmt":"2017-09-12T18:34:03","slug":"complete-peace-2","status":"publish","type":"post","link":"https:\/\/kawsaxkuna.las.utoronto.ca\/index.php\/2017\/02\/09\/complete-peace-2\/","title":{"rendered":"Complete Peace"},"content":{"rendered":"<p class=\"p1\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-262 alignleft\" src=\"http:\/\/kawsaxkuna.las.utoronto.ca\/wp-content\/uploads\/2017\/02\/2245926514_796d8cd3a7_o-300x225.jpg\" alt=\"\" width=\"389\" height=\"292\" srcset=\"https:\/\/kawsaxkuna.las.utoronto.ca\/wp-content\/uploads\/2017\/02\/2245926514_796d8cd3a7_o-300x225.jpg 300w, https:\/\/kawsaxkuna.las.utoronto.ca\/wp-content\/uploads\/2017\/02\/2245926514_796d8cd3a7_o-768x576.jpg 768w, https:\/\/kawsaxkuna.las.utoronto.ca\/wp-content\/uploads\/2017\/02\/2245926514_796d8cd3a7_o-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 389px) 100vw, 389px\" \/>Colombian President Juan Manuel San<span class=\"s1\">tos stated on January 15<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"> at the annual meeting of the <a href=\"https:\/\/www.nytimes.com\/es\/2017\/01\/18\/santos-anuncia-el-comienzo-de-la-fase-publica-de-las-negociaciones-de-paz-con-el-eln\/\">World Economic Forum<\/a> in Davos, Switzerland, that there has been progress in peace negotiations between the Colombian government and Colombia&#8217;s se<span class=\"s1\">cond largest and oldest guerrilla group, the National Liberation Army (ELN).<span style=\"font-size: small;\">\u00a0<\/span><\/span><span class=\"s1\">The ELN, born in 1965 as an anti-imperialist political project was inspired by the Cuban Revolution. It currently has in its ranks some <a href=\"http:\/\/www.elnuevoherald.com\/noticias\/mundo\/america-latina\/colombia-es\/article110843482.html\">1,500<\/a> insurgent fighters<\/span><span class=\"s1\">\u00a0and according to Colombian military sources they are characterized to have a strong <a href=\"http:\/\/www.semana.com\/nacion\/articulo\/proceso-de-paz-con-el-eln-negociaciones-en-ecuador-arrancan-el-7-de-febrero\/512507\">influence<\/a> in Arauca, North of Santander, Nari\u00f1o, Casanare, Boyac\u00e1, South of Bol\u00edvar, Choc\u00f3 and Cauca.<sup>3<\/sup><\/span><span class=\"s1\"> These regions especially and the entire country will be affected by the second phase of talks between the Colombian government and the ELN.<\/span><br \/>\n<\/span><!--more--><\/p>\n<p class=\"p3\"><span class=\"s1\">The first phase of talks has been characterized to have been private and informal and began more than three years ago. This exploratory process hit a breakthrough in late March of last year with an agreement from both sides to proceed with formal, public <a href=\"http:\/\/www.telesurtv.net\/english\/news\/Colombia-Govt-to-Restart-Stalled-Peace-Talks-with-ELN-Rebels-20170109-0008.html\">negotiations<\/a> and a six point agenda was introduced to educate the public on this new initiative.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">At that time, the president stated that after months of preliminary and discrete negotiations, a framework agreement had already been signed to begin the public phase of the negotiations and that these would be in Ecuador. On October 10, just days after his defeat in the peace referendum with the FARC (Revolutionary Armed Forces of Colombia) Santos specified that the public phase of negotiations with the ELN would begin on October 27 in Quito. The negotiating teams were clearly outlined as well and things were looking very positive.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Unfortunately, the start of the talks was postponed because the ELN did not follow through on a vital part of the government\u2019s specific demands: the relsease from captivity of Od\u00edn S\u00e1nchez Montes de Oca, a politician from the department of Choc\u00f3, who has been captive since April 2016. Since he was not released, negotiations were <a href=\"https:\/\/www.nytimes.com\/es\/2017\/01\/18\/santos-anuncia-el-comienzo-de-la-fase-publica-de-las-negociaciones-de-paz-con-el-eln\/\">suspended<\/a> until January 18<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\">,<span style=\"font-size: small;\">\u00a0<\/span><\/span><span class=\"s1\">when after six days of negotiations in Ecuador, the ELN and the Colombian government released a new negotiation for the ex-congressman Od\u00edn S\u00e1nchez to be released on February 2<\/span><span class=\"s2\"><sup>nd<\/sup><\/span><span class=\"s1\"> along with other ELN petitions of member incarcerations.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Official <a href=\"http:\/\/www.telesurtv.net\/english\/news\/Colombia-Govt-to-Restart-Stalled-Peace-Talks-with-ELN-Rebels-20170109-0008.html\">peace talks<\/a> are stated to begin on February 7<\/span><span class=\"s2\"><sup>th<\/sup><\/span><span class=\"s1\"> and in their statement the Colombian government especially thanked the Ecuadorean government for &#8220;the generous hospitality that it has been giving in its territory for the development of these conversations.&#8221;<\/span><span class=\"s1\">\u00a0The other guaranteeing delegates <a href=\"http:\/\/www.semana.com\/nacion\/articulo\/proceso-de-paz-con-el-eln-negociaciones-en-ecuador-arrancan-el-7-de-febrero\/512507\">countries<\/a> will be Venezuela, Norway, Cuba, Chile and Brazil.<span style=\"font-size: small;\">\u00a0<\/span><\/span><span class=\"s1\">Hopefully the time has come for both parties follow through and make concrete steps towards peace.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It is interesting to note that the Archbishop of Cali, Monsignor Dario Monsalve, who has been a facilitator with the ELN, was said to be in charge of reminding this guerrilla group that they must consider how the international context is changing and that it is not advisable to delay their participation in negotiations towards <a href=\"http:\/\/www.eltiempo.com\/politica\/proceso-de-paz\/fecha-de-inicio-de-dialogos-entre-gobierno-y-eln-47223\">peace<\/a>.<span style=\"font-size: small;\">\u00a0<\/span><\/span><span class=\"s1\">The end of the government of Rafael Correa in Ecuador, who has facilitated the space for peace negotiations up till the present day, the precarious political situation of Nicolas Maduro in Venezuela, where one of the rounds of negotiation will inevitably take pace along with the inauguration of Donald Trump to the presidency of the United States as just three of the facts that should be considered in the notion that this matter be solved quickly.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">With the beginning of these talks, and after the agreement with the FARC, Colombia will move towards a more complete peace. \u201cThe <a href=\"http:\/\/www.msn.com\/es-xl\/noticias\/otras\/el-gobierno-de-colombia-y-el-eln-iniciar\u00e1n-las-negociaciones-de-paz-el-7-de-febrero-en-quito\/ar-AAm1zAQ\">processes<\/a> may be different but the end of the day the conflict is one&#8221; president Juan Manuel Santos has repeatedly stated on several occasions.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Daniel Garc\u00eda Pe\u00f1a, a professor at the National University and ex-peace commissioner, is optimistic about the announcement and thinks it &#8220;a very significant advance&#8221;. He also highlights the particularities of this negotiation explaining that &#8220;the delays have been characteristic of a process that is different from the FARC, whose central axis will be the participation of society, a complex but very necessary issue for the moment the country is living.&#8221; As <a href=\"http:\/\/www.bbc.com\/mundo\/noticias-internacional-38672343\">Pablo Beltr\u00e1n<\/a>, ELN&#8217;s chief negotiator, noted in excitement to the news &#8220;it allows us to start implementing the agenda of six points, whose sole purpose is to overcome the armed conflict.&#8221; Beltran called for popular participation, which is at the heart of the agenda presented\u00a0<\/span><span class=\"s1\">last March.<sup>10<\/sup><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The points in the Agenda of negotiations of peace between the Government of Colombia and ELN include: Participation of the society in the construction of peace, Democracy for the peace, Transformations for the peace. The Victims, the End of the Armed Conflict, the Implementation of the Agreements.
